Process Harmonization & Governance with Offshore Software Development & Support — for FinTech Wealth Management
The objective of this program has been to establish harmonized and governed software development and maintenance processes across onshore and offshore teams. This initiative created a unified framework that integrated DevOps and Maintenance, thereby optimizing productivity, reducing time-to-market, and ensuring quality and compliance.
Program Overview
Objective
To establish a unified framework for software development and maintenance that ensures consistency, quality, and efficiency across global, on/offshore development teams. This framework will incorporate DevOps practices and maintenance protocols to facilitate seamless operations.
- Time: 12 months program over 5 years
- Team: 65 people (India & Europe)
Scope
- Strategic Alignment: Foster collaboration among the offshore support team, onshore specialists, and offshore development teams.
- Governance Model: Develop a governance model that includes roles, responsibilities, and decision-making protocols.
- Process Harmonization: Harmonize the processes between the offshore support team, onshore experts and offshore development teams.
- DevOps Integration: Tailor the current DevOps methodologies to seamlessly incorporate offshore teams.
- Quality Assurance: Implement quality controls and metrics.
- Knowledge Transfer: Facilitate the sharing of best practices and expertise among teams.
- Risk Management: Identify and mitigate risks related to business, operations, processes, financials, and reputation.
Stakeholders
- Project Managers
- Delivery managers
- Customer Support managers
- Software Development teams
- QA-Test Engineer teams
- DevOps Teams
Portfolio Components
- Strategic Assessment and Roadmap
An assessment was conducted on offshore processes and procedures, with documentation created as needed. Subsequently, a comprehensive roadmap was formulated, outlining key steps and actions while considering corporate limitations, workforce capabilities, potential bottlenecks, and other relevant factors.
- Governance Framework
Employing the RACI matrix, we meticulously outlined each process, defining responsibilities across all teams. We also established routine steering committees and implemented change control boards to ensure effective oversight and governance.
- DevOps Implementation
As a response to the challenges posed by diverse time zones and the expansion of teams, we enhanced our DevOps practices. This involved the implementation of daily software integration tests through a shared testing platform, enforcing mandatory code reviews prior to code changes being committed. We also transitioned to Atlassian BitBucket (GIT-based) for our source control system, as it facilitated smooth pull requests and approvals. Additionally, we introduced automated CI/CD principles to optimize our coding and testing processes
- Quality Assurance and Metrics
As the software development team expanded, we introduced enhanced Key Performance Indicators (KPIs) to effectively measure performance. These included metrics such as Mean Time to Repair (MTTR), Fix Response Time, Backlog Management Index, Defect Density, Customer Satisfaction Score (Net Promoter Score – NPS), and Average Resolution Time.
- Knowledge Management
We opted for a centralized knowledge repository, Microsoft SharePoint, to house all our shared processes and procedural documents.
- Includes documentation on workflows, coding standards, DevOps practices, governance protocols, and quality metrics.
- Risk Management
Numerous risks emerged during the integration of multiple onshore and offshore teams, a complex project marked by cultural, technical, and functional resistance across all teams. To address these challenges, we employed ongoing KPI monitoring, allowing us to dynamically adjust processes. Some processes proved overly complicated, while others required further refinement.
- Validate the compatibility of technology stacks between onshore and offshore teams to ensure seamless integration.
- Implement short, agile sprints with built-in feedback mechanisms to quickly identify and rectify operational inefficiencies.
- Engage in cross-training exercises to ensure that key skills are distributed across the team, reducing the risk associated with personnel changes (offshore teams have a high turnover rate).
- Conduct periodic audits of the R&D development and maintenance processes to ensure they align with the governance model and are free from bottlenecks.
- Establish a framework for rapidly implementing adjustments based on KPI feedback.
Implementation Timeline
- Phase 1 (Q1): Strategic Assessment and Roadmap, Governance Framework
- Phase 2 (Q2-Q3): Process Standardization, DevOps Implementation
- Phase 3 (Q4): Quality Assurance and Metrics, Knowledge Management
Within a span of 6 to 12 months, a new operational model with onshore and offshore teams was firmly established. We consistently drove enhancements to align processes with evolving corporate constraints and strategic objectives for the next 5 years.
